For a decade, a €500,000 apartment bought a European residency permit. In October 2023 Portugal removed the property route entirely. Here's the honest comparison — what Portugal still offers, what Brazil offers instead, and which prize you're actually buying.
Portugal's Autorização de Residência para Investimento — the Golden Visa — ran for a decade on one dominant option: buy real estate (for most of that time from €500,000, or €350,000 for rehab), hold it, and receive a renewable European residency permit that asked you to spend as little as seven days a year in the country. It drove tens of thousands of applications and reshaped prices in Lisbon and the Algarve.
In October 2023, under the Mais Habitação ("More Housing") law, Portugal removed real estate — and real-estate investment funds — as qualifying routes altogether. The Golden Visa still exists, but the remaining doors are capital-market funds (typically €500,000), scientific research, cultural donation and job creation. None of them is a home you can hand keys to. The one thing the programme was famous for — property in, residency out — no longer exists.
The two programmes solve different problems. Portugal's remaining Golden Visa is, in plain terms, a way to buy an EU passport in five years with almost no need to live there — you park capital in a fund. Brazil's investor visa is a way to own a home you actually use and put a family on a permanent-residency track for a fraction of the money. Read the table with that difference in mind.

Figures are indicative and move with the law and the exchange rate (R$1M ≈ €180,000 at mid-2026). Portugal's programme in particular is under active political revision — treat its numbers as a direction of travel and confirm current rules with Portuguese counsel. I won't pretend they're the same. If your single goal is the right to live and work anywhere in the European Union — Germany, France, the Netherlands, Ireland — then an EU passport is the prize, and Brazil does not give you that. A Brazilian passport gives you visa-free travel to the Schengen area (90 days in any 180), not the right to settle in it. For a buyer whose whole plan is a European base with EU labour rights, Portugal, Greece or Spain remain the conversation, and I'll tell you so.
But read what Portugal now asks in return: half a million euros parked in a fund you cannot live in, a five-year wait that the government is openly trying to lengthen, and a passport whose value is the EU access you may or may not use. For a large share of the people who called us, that trade stopped making sense the day the property route closed. What they actually wanted was the apartment — the balcony, the beach, the place the grandchildren visit — with residency as the thing that makes it durable. Brazil sells exactly that, and at Portugal's old rehab price you get a deeded home instead of a fund receipt.
Portugal's famous Non-Habitual Resident regime — a decade of flat or exempt treatment for new arrivals — closed to new entrants and was replaced by a much narrower successor aimed at specific high-skill and scientific roles. The headline reason many wealthy retirees chose Lisbon is largely gone.
Brazil has no equivalent sweetener, and one rule you must plan around: spend more than 183 days inside Brazil in any rolling 12-month window and you become a tax resident on worldwide income. For some that's fine; for others it argues for counting days carefully in the early years. Brazil has double-taxation treaties with 35+ countries — including Portugal, Spain, France and Italy — which is exactly the machinery that stops the same euro being taxed twice. Lisbon is a compact, safe, walkable European capital with cool Atlantic light, a two-hour hop to the rest of Europe, and, by now, a lot of other foreign buyers already there. Rio is a tropical city of six million against mountains and beach — warmer, louder, cheaper, more sensory, and demanding a bit more local knowledge to live well. One is a European base you fly out of; the other is a place you sink into.
On cost, the gap is real. In the neighbourhoods our clients buy — Ipanema, Leblon, Lagoa, Botafogo — a strong apartment costs a fraction of central Lisbon per square metre, and daily life (help, dining, health cover, a car) runs materially cheaper. Portugal's remaining fund route is typically €500,000. The difference isn't only the number: in Brazil that money buys a deeded home you can live in or rent, not a fund unit.
Four years of continuous legal residency (one year if you have a Brazilian spouse or child), a basic Portuguese test, and a clean record. Brazil fully recognises dual citizenship, so you keep your existing passport. The catch versus Portugal's old model: naturalisation expects you to genuinely live in Brazil during those years, whereas the Portuguese Golden Visa asked for about seven days a year. Different prize, different commitment.
