You already hold the strongest passport in the room. So Brazil isn't about buying access to Europe — you have that. It's about a deeded home on another continent, a fifty-year tax treaty that already stops the same euro being taxed twice, and a warm-water asset at a third of Riviera prices. Here's how a French buyer actually does it.
Most of the residency market runs on one story: a non-European buys a Mediterranean apartment and, with it, a European residency permit. Portugal ran that programme for a decade, then closed the property route in 2023; Spain wound its own scheme down. For a Brazilian or a Chinese buyer, that mattered enormously. For you, it never did. As a French citizen you already have the right to live and work in twenty-six other countries. So drop the golden-visa framing entirely — it isn't your reason.
Your reasons are different, and in our experience they're these: a hard asset hors the euro and outside Europe's politics; a warm-water home where the same money buys three times the terrace it buys in Nice or Biarritz; a lower cost of living for the retirement years; and, for some, a second nationality that sits deliberately outside the EU-and-NATO bloc as a hedge. Brazil answers each of those without pretending to be something it isn't. The investor-visa floor here is R$1,000,000 — about €180,000 — for a real, deeded apartment in the South Zone, not a fund unit you can never set foot in.
This is the part French buyers most often get wrong, because it isn't hard — it just has to be done in the right order. You do not carry money in. Every euro that buys the apartment enters Brazil through a registered foreign-exchange contract (a contrato de câmbio) at a licensed Brazilian bank, and is logged with the Central Bank on the RDE-IED register. That registration is the single most important piece of paper in the whole purchase, and here's why: it is what later lets you take the money out — repatriate the sale proceeds, send rental income home — at the official rate, and it's the clean paper trail an investor-visa file is built on.
In practice the sequence is: get a CPF (the Brazilian tax ID — obtainable from the consulate in Paris before you fly), open a Brazilian account, then wire euros from your French bank into the FX contract so they arrive as reais with the câmbio and BACEN registration done in your name. We coordinate this with the bank and the buyer's lawyer so it lands correctly the first time. Skip it, or let money arrive as an undocumented transfer, and you create a repatriation problem for your future self and a hole in any visa application.
This is where France sits in a genuinely strong position, and it's the single most reassuring fact for a French buyer. France and Brazil signed a convention for the avoidance of double taxation on 10 September 1971, and it has been continuously in force since 1972 — over fifty years, never terminated. It is exactly the machinery that stops the same income being taxed twice: it allocates taxing rights between the two countries and, where both have a claim, gives you a credit on one side for tax paid on the other. Rental income from your Rio apartment, a capital gain on the eventual sale, dividends — each has a defined home in the treaty rather than being exposed to both tax systems at full rates.
Two honest caveats. First, it is an old treaty, drafted long before modern cross-border investing, and its treatment of some items (technical-service fees, for instance) has been litigated over the years — which is precisely why you use a French fiscaliste alongside a Brazilian accountant rather than reading the text yourself. Second, a treaty removes double taxation; it does not make the income tax-free. What it guarantees is that you won't pay twice on the same euro, which is the fear that stops most people at the door.
Two rules deserve your attention before you buy, one French and one Brazilian. The French one is the IFI — the Impôt sur la Fortune Immobilière. If you are a French tax resident, the IFI reaches your worldwide real estate above the €1.3M net threshold — which means a Rio apartment doesn't escape it while you still live in France; it joins the base. If, on the other hand, part of your plan is to leave and become non-resident, the IFI then bites only on French-situated property, and the Brazilian home sits outside it. Which side of that line you're on changes the arithmetic completely, and it's the first thing to model with your fiscaliste.
The Brazilian rule is the mirror image: spend more than 183 days inside Brazil in any rolling 12-month window and you become a Brazilian tax resident on worldwide income. For a holiday-home owner who visits, that's never triggered. For someone genuinely relocating, it's the moment the treaty stops being a nicety and becomes the load-bearing wall of the plan. Rio feels far on a map and near in practice. Air France flies Paris–Charles de Gaulle to Rio nonstop, around eleven and a half hours, most days of the week — you board after dinner and wake up over Guanabara Bay. Crucially for a working owner, the time difference is only four to five hours: Rio is behind Paris, so a French morning is a Rio dawn and the working days overlap comfortably.
